I’m not exactly sure what the object is. A lot of the parts I have came from a motorcycle repair shop and this seems to fit with that type of part. The round “base” is shiny steel with streaks across it that suggest a belt of some sort went around it. The extending piece actually rotates around the cylindrical base, although I’m guessing that in place it’s actually stationary and the cylinder is what spins.
